One of the major subjects of the ongoing geoscientific research program, the Mizunami Underground Research Laboratory (MIU) Project in the Tono area, central Japan, is accumulation of knowledge on monitoring techniques of the geological environment. In this report, the conceptual design of the monitoring system for groundwater pressure and water chemistry was carried out. The currently installed and used system in research galleries at various depths was re-designed to make it possible to collect groundwater and observe the water pressure on the ground.

As part of the research and development program on geological disposal of high-level radioactive waste (HLW), the Horonobe Underground Research Center, a division of the Japan Atomic Energy Agency (JAEA), is implementing the Horonobe Underground Research Laboratory Project (Horonobe URL Project) with the aim at investigating sedimentary rock formations. According to the research plan described in the 3rd Mid- and Long-term Plan of JAEA, according to the Horonobe URL Project, "Near-field performance study", "Demonstration of repository design option", and "Verification of crustal-movement buffering capacity of sedimentary rocks" are the top priority issues, and schedule for finishing the project and backfill plan will be decides by the end of 2019 Fiscal Year. The Horonobe URL Project is planned to extend over a period of about 20 years. This report summarizes the investigation program for the 2018 fiscal year (2018/2019).

JAEA has executed the underground facility construction operation from February 2011 to June 2014, while carrying out the maintenance and research project until 2018. This report is about the extra high head pump which was able to drain the high specific gravity grout drainage, which develops during grouting operation at this facility, directly from 250m underground to the surface.

The Horonobe Underground Research Laboratory (URL) Project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant disposal technologies through investigations of the deep geological environment within the host sedimentary formations at Horonobe, northern Hokkaido. This report summarizes the results of the Phase II investigations carried out from April 2005 to June 2014 to a depth of 350m. Integration of work from different disciplines into a "geosynthesis" ensures that the Phase II goals have been successfully achieved and identifies key issues that need to made to be addressed in the Phase II investigations Efforts are made to summarize as many lessons learnt from the Phase II investigations and other technical achievements as possible to form a "knowledge base" that will reinforce the technical basis for both implementation and the formulation of safety regulations.

Fuel rod, channel box, and control rod designed with new materials and concepts have been developed in Japan for increasing accident tolerance of LWRs. In order to efficiently and properly implement the accident tolerant fuels (ATFs) and the other components, it is necessary not only to accumulate fundamental and practical data but also to consider technology readiness, recognize knowledge gaps, and establish strategy for design and fabrication. The Japan Atomic Energy Agency (JAEA) has established the above "technical basis" and drafted a research plan towards implementation of the ATFs and components as a program sponsored and organized by the Ministry of Economy, Trade and Industry (METI). It is useful to take advantage of the experiences in commercial uses of zirconium-base alloys in LWRs and, therefore, JAEA has conducted this METI project in cooperation with power plant providers, fuel venders, research institutes and universities who have been involved in the development of the ATF materials. The present paper describes the main results of the project conducted to establish the technical basis of the ATFs and components.

The purpose of fast breeder reactors (FBR) and the role of Monju were discussed in Ministry of education, culture, sports science and technology-Japan (MEXT) after the Fukushima NNP accident. The discussion has concluded that FBRs contribute to energy security and reduction of high-level radioactive waste, and that Monju is to be utilized to demonstrate these usefulness and to implement international contributions. This paper addresses anticipated R&D results from Monju on the basis of the enforcement of new nuclear regulation, the energy situations in Japan and the international status of FBR development and collaborations.

In the Horonobe Underground Research Laboratory (URL) Project, construction of the Ventilation Shaft, the East and West Access Shafts and the drifts has been conducted as a phase II research. In the research, observation of the lithofacies and fractures, and in-situ tests are conducted in each face. In addition, measuring instruments such as tunnel lining concrete stress meter and extensometer are installed in particular face for the purpose of the validation of the results of predictive analysis, conducted in phase I. This report summarizes the measurements data acquired at the 350 m Gallery and the ventilation shaft.

JAEA has promoted R&D on HLW geological disposal technology. JAEA launched the Mizunami and the Horonobe URL Projects to cover the diversity of geological environments in Japan. The Mizunami URL Project is a geoscientific research project in the crystalline rock environment. The Horonobe URL Project consists of geoscientific studies and R&D on geological disposal technology in the sedimentary rock environment. Both URL projects have been planned to proceed in three overlapping phases, Surface-based investigation Phase, Construction Phase and Operation Phase. Currently, the construction of research galleries in both of the Mizunami and the Horonobe URLs has been completed to 500 m and 350 m depths, respectively. JAEA will promote R&D activities in Phase III including study of the long-term evolution of the geological environment, and contribute to international cooperation, development of human resources and communication amongst stakeholders through both URL projects.
